Chan approached the victim in June 2025, promising to arrange the child’s passage to America for $14,000. The couple seized the woman’s and her other children’s passports, creating a web of control that would trap her for months in their Flushing apartment brothel.

Deceptive Promise Became Forced Prostitution
Chan initially told the victim she could work as a masseuse to pay the fabricated travel fee. However, from July 6 through September 4, 2025, the traffickers forced her into prostitution several days each week. Chen collected the proceeds while the couple maintained their grip through document control and constant threats. In late August, accomplice Tashi Chimchu, 34, joined the operation to arrange client appointments and collect payments.
NYPD Operation Exposes Criminal Enterprise
The NYPD Vice Enforcement Division conducted an undercover operation that culminated in the arrests of all three suspects on September 4, 2025. Officers recovered a pepper spray ball gun during the bust, indicating the traffickers’ willingness to use violence.
